Why is 65 an ok swing B but 66 a good swing B?
I understand that 65 could be a higher probability play on top of 64 High 1 but with a weak signal bar.
66 is only a small bull bar, and it is closer to the previous highs, why is buying above it a good swing buy?

Any bull bar closing on the high in a bull trend is a swing buy. When you have two consecutive of those the probability is even higher so it is a better buy, no matter if close to previous highs (because if trending the MKT will break above).
