H1 Signal Bars

there really needs to be some clarity about what the H's are some consistency to the diagrams and what they are pointing to.  I am getting frustrated because I have no idea what he means when he points to these bars.  Some are higher than the previous bar, some are not, some make no sense at all.

"High 1= The first time a bar goes above the high of a prior bar."

This is the High 1's entry bar, the signal bar is the previous bar.

Regarding Slides#18 - #20:
The H1 Signal Bars have not gone above the high of the prior bar. What are they signaling? Why enter above those bars?

So, in slide 19 you have a blue H1 and a green H1. The following bars went above the H1 so these second bars became the entry bar for the H1. If they didn't go above, the setups would not have triggered, like the bar before the blue H1, which was also a H1, but the next bar didn't go above, so it didn't trigger the setup, yet it became another H1 signal bar setup.  

The green H1 triggered an failed but the small bull doji 4 bars later became a H2 that triggered and the MKT went higher.

He most of the time points out to the Signal bars although in some charts he marks the lowest point in the leg, if I correctly recall... 

Regarding slide 19. Why is the bear bar (3rd bar on the left of the green H1) not a H1 signal bar? Since the bar after (2nd bar to the left of the green H1 - bull bar) went above the prior bar's High?

Yes, it is a H1, also the doji a few bars before. Yet, he is now discussing the PB that starts with the marked H1 that evolves into a H2 before the trend resumes.
