When is it safe to start trading stop entries in a LOM

Hi w,
One scenario that comes to mind is a breakout failure. For example, assuming a tight flag after a bull trend which is a form of TR so you don't want to enter in the middle. But a breakout attempt to the downside that's rejected off MA may be an opportunity for a stop entry order if taken for 1:2 betting on resumption of the trend.
