On slide 15 at 23:25, Mr. Al said that "Bears selling here are taking a chance that they will get stopped out with a losing trade". I'm a bit confused. Is it Bull who will get stopped out with a losing trade? Sorry for my bad English.

It is a bad bear signal so bulls will buy the low expecting the bears to lose. It turned out that neither the bears nor the bulls lost, had they managed their trade as Al explains (bulls scale-in).
