Your basic understanding is fine and everything. What you're saying is correct as well - the L1 marking isn't accurate on the second slide.
Still, instead of rigidly sticking to the technicalities - I think you'd be better off if you looked at each Ln-s as the nth attempt to resume the bear trend. So, each triggered Ln signal is nothing but the attempted breakout of a bear flag. With each failed Ln signal, the market needs an Ln+1 signal to resume the trend until you eventually conclude that a bear trend is no longer in effect and has converted into a bull trend.
Similarly, if you're counting Ln-s in a bull trend - you're counting nothing but the number of attempts the market is making to reverse into a bear trend.
Its good though that you are asking these specific questions which seem technicalities because when it comes time to place a trade, its the specifics that will determine which bar will you put the trade on - for e.g - What does it mean if the Hn signal is a bear bar and there is a strong bull entry bar etc
