What does "they (institutions) make price neutral" mean? What is a "neutral price"?

I guess it means they are not heavily invested in one side only because they know that a good report can bring a sell-off as well as a bad report can be followed by a rally, so they balance out their portfolios.
For us, it means that you need to know when the reports are going published so that you can manage your trades (exiting, tightening the stop or whatever), if you are in one, or you wait for the report before taking any position.
In the EMINI the most important report is the FOMC minutes once a month.
