This is problem a dumb question but i just need to know exactly what this means..
When he says "you can sell on a stop below the low of that bear bar" what does that mean?
I know hes referring to going short as the current bar breaks the low of the previous bar but im confused about the stop part. Where is the stop? is it below the low of the previous bear bar which is exactly where you'd be entering the trade? I only trade options on the spy, so idk if thats something thats maybe specific to futures trading?

Correct
so you're essentially entering on the stop with the idea that the trade instantly goes in your favor? if it turns around even in the slightest you get stopped out. is this correct?
It seems you are mistaking stop-loss and stop order. The latter is where you enter, the former is where you exit (if you are wrong). Check videos about orders in PA fundamentals part.
As Ludopuig says, "stop" in this context means a stop order (as opposed to an "at-market" order, or a "limit" order.
Keep studying the vodeos my friend.
