Bear Flag or Endless pullback?

I've tried to get short on this "bear flag" twice now, and bailed on the trades as it was clear it wasn't breaking out.

It didn't look like a reversal pattern and now its retraced more than half of the sell off.

Now distraught at all the money I didn't make when I was looking to sell when it just keeps going up.

Can someone help me understand this?

Thanks so much Brad that was super helpful. I was kicking myself watching it for not noticing those gaps then I had a total face-palm moment at the end when you switched to the 15 min chart and I saw what I was trying to sell.
