Please explain the logic behind the counting from 1-9 here. What is the meaning of 1-9 here and how did we arrive at 1-9 here.

It is just counting reversals (see picture below). The point of the slide is that when you get reversals every 1 or 2 bars you are in a trading range open so you have to trade accordingly.
