Al uses Average in a loose way. Don't waste much time on it, you just need to see that the PB is less than twice so you don't need too much precission.
Al is explaining that one way to know if a channel is tight is comparing the PBs with the average bar, if the PB is smaller than twice the average bar then channel is tight.
In this chart, if the average bar height is around the height of the gray rectangle, you see that the PB inside the red rectangle is around twice this height, but not clearly bigger, and all the other PBs are much smaller, so you can conclude this channel is tight
